I need to get my International Driving Permit endorsed at the Automobile Association in Colombo. Is it an all-day bureaucratic nightmare?

No, it is remarkably efficient. Go to the AAC office in Colombo 03 during a weekday morning. You fill out a form, hand them your home license, your IDP, your passport, and the fee (around $35 USD in rupees). You usually walk out with the permit in 30 to 45 minutes.
If you rent from a reputable scooter or car rental place, you can email them photos of your documents in advance and they will go to the AAC and do it for you for a small fee. Highly recommend doing that.

Driver claims the meter is broken and quotes an inflated flat rate. Common on arrival at airport or railway stations when tourists are tired and disoriented.
Drivers wearing official-looking uniforms claim to be "government-approved" and charge 3-5x normal rates. They may have fake badges or ID cards.
Women with babies approach asking you to buy milk powder at a nearby shop (not cash). The shop is run by accomplices and charges 5-10x normal price.
