We need to cross the city to reach the airport by 7 PM. Does the city get completely gridlocked during the evening.

Yes the evening rush hour in Colombo is intensely chaotic. The main arterial roads completely stall entirely between 5 PM and 7 PM so you absolutely must leave your hotel incredibly early to avoid missing your flight.

If you are heading directly to the airport always explicitly ask your driver to use the dedicated Airport Expressway. It completely flawlessly bypasses the dense local traffic jams saving you massive amounts of time and stress.
