The municipal tap water in Sri Lanka is universally absolutely not considered highly safe for direct consumption by foreign tourists whose stomachs are not accustomed to the local biological flora. You should completely avoid drinking it.

While brushing your teeth using the sink water in a highly premium luxury resort is generally completely fine if you spit it out swallowing large amounts carries a massive risk of severe travelers diarrhea. To remain perfectly safe simply use the complimentary purified bottled water provided in your hotel room for all your dental hygiene needs.
