I heard there were massive petrol queues in the past. Is it safe to rent a car now.

No, the fuel crisis in Sri Lanka has completely ended. The massive queues that made international news a few years ago are entirely gone. Fuel stations across the entire island are fully stocked with both petrol and diesel.
