Honest answer from someone who's been up to Nuwara Eliya plenty of times: mid-June is a fine time, but it's not the postcard-perfect window, and you should go in knowing what to expect.
You're right in the thick of the southwest monsoon now, which is the season that hits the western and southern slopes of the hill country. That doesn't mean washout — it usually means misty mornings, fast-moving clouds, and bursts of rain rather than all-day downpours. I just checked the forecast for the next few days and it's pretty typical for this time of year: cloudy, highs around 20–21°C, with rain chances bouncing between 10% and 60% depending on the day. Right now it's sitting around 17–18°C and overcast.
A few things worth knowing:
The good news is this is when "Little England" looks its greenest and most atmospheric — the tea estates are lush, the air is crisp and cool, and crowds are thin compared to the April peak. Lake Gregory, the tea factory tours (Pedro, Damro/Mackwoods), and Hakgala Botanical Gardens are all perfectly enjoyable in light rain or between showers. Prices on rooms are softer too, since you've missed the April high season.
The trade-offs: viewpoints can get socked in with cloud, so if Horton Plains and World's End is on your list, that's the gamble — World's End is famous for being a wall of white mist if you arrive late. Go for an early start (be at the entrance by 6–6:30am) to beat the cloud that rolls in by mid-morning. Worlds End mornings are hit or miss this time of year, so manage expectations.
Since you're coming from Kandy, you've got a real advantage: it's only a few hours away, so you can watch the forecast and pick your day rather than committing weeks ahead.
My practical tips: pack proper layers (it genuinely gets cold at night, single digits aren't unusual), bring a rain jacket and decent shoes, and keep your itinerary flexible so you can chase the clearer mornings.
