Yes, Vessagiriya is completely safe to explore alone without a guide. The site is relatively compact, consisting of three main boulder clusters, and the pathways winding through the ancient meditation caves are highly intuitive.
However, because it lacks the detailed informational plaques found at the main stupas, reading a quick historical summary on your phone beforehand will make exploring the ruins much more meaningful.
It is not a dangerous jungle hike; it is an organized, albeit very quiet, archaeological site. You can easily walk around, read the ancient Brahmi inscriptions etched above the caves, and climb the rocks for a great view.
