The Sri Lankan military still maintains a small presence inside the fort, but the vast majority of the ramparts and ruins are fully open to the public for photography. Just avoid taking direct photos of the active military barracks or the soldiers on duty near the inner buildings. The sunset views over the Jaffna lagoon from the top of the ramparts are stunning and highly recommended.

The Dutch architecture is amazing, but it is super hot. Go around 4:30 PM. There is zero shade on the outer walls.

Also check out the nearby Jaffna Public Library while you are there. It is a monumental piece of local history rebuilt after the war.
