I want to learn kitesurfing. Is Kalpitiya windy enough in January, or is the summer season better?

Kalpitiya has two wind seasons. The summer season (May to October) is the strongest and most reliable. The winter season (mid-December to February) is the secondary season. It is still very good for beginners, but the wind is afternoon-thermal based, not all day.

January is great because the water in the lagoon is flat and warm, perfect for learning. Check out Kitesurfing Lanka or De Silva Windresort, they have amazing instructors.
