We are heading to Arugam Bay. Are there whale watching tours on the east coast, and are they regulated with distance limits like in Mirissa.

Arugam Bay itself does not have commercial whale watching. You must travel further north to Trincomalee for east coast whale tours. Yes, the exact same DWC national regulations apply: boats must stay 100 meters away, cut engines, and approach parallel. The Navy heavily enforces these rules in Trincomalee waters during the peak summer season.

Trincomalee is amazing for Sperm whales. Much calmer water than the south coast.
