It is essentially a local union mafia. Kandy tuk-tuk drivers fiercely resist metered rides because the steep hills consume more fuel, and they prefer to negotiate fixed tourist rates. Even if they have a meter box, they will cover it with a rag and claim it is broken. Use the PickMe app to force a fair rate, but be prepared for drivers to cancel if they realize you are a tourist.

If you walk 10 minutes outside the lake circle, you can usually negotiate a fair price much easier.
