Why do none of the tuk tuks in Kandy use their meters like they do in Colombo. Is it a rule or a mafia.

It is essentially a local union mafia. Kandy tuk-tuk drivers fiercely resist metered rides because the steep hills consume more fuel, and they prefer to negotiate fixed tourist rates. Even if they have a meter box, they will cover it with a rag and claim it is broken. Use the PickMe app to force a fair rate, but be prepared for drivers to cancel if they realize you are a tourist.

Just ask your hotel what the standard rate to town is so you know the baseline before negotiating.

If you walk 10 minutes outside the lake circle, you can usually negotiate a fair price much easier.
