Yes official metered tuk tuks in Colombo are legally allowed to charge a slightly higher night fare usually kicking in after 10 PM. The digital meter automatically adjusts to this higher rate which is entirely fair and standard practice.

However if you flag an unmetered tuk tuk outside a popular night club the driver will aggressively demand a massively inflated flat rate simply because they know you are desperate to get home.
