Crowd gone. A row of unmarked plastic chairs still facing the street. Kid wants to sit "our seats." Last-20-minutes cash chairs were the 8.40 scam. These are just... left. Allowed, or still the pavement DIG said not to block.

If a uniform is still there, it is still route. If the chairs are obviously leftover and nobody is selling them, sitting for two minutes to tie a shoe is not an arrest. Making a picnic on "our seats" facing the Maligawa is the carnival thing. Tie the shoe. Walk.

No seats obstructing devotee pavements was the DIG line during. After, leftover chairs are someone's property or municipal mess. Do not steal a chair. Do not argue ownership with a stranger at 9.51.
