Thinking about renting a tuk-tuk for a 2-week loop around the country. Do I need a special local license endorsemenet, or is my International Driving Permit (IDP) enough?

An IDP alone is not legal for driving a tuk-tuk here. You must get a local endorsement from the AAC (Automobile Association of Sri Lanka) in Colombo. If you rent through a legitimate agency, they usually pre-arrange this paperwork for you.

I did this last month! Driving a t衝-t衝 is an incredible thrill but traffic in Colombo is terrifying. Once you get past Highway entrances onto rural coastal roads, it is absolute paradise.

Be very careful with local buses (the big blue and red ones). They drive fast and expect you to pull over to the shoulder to give them space. Stay safe and keep left!
