Absolutely NOT safe. Ritigala is a Strict Nature Reserve. At dusk, the jungle comes alive with wild elephants, leopards, and sloth bears. Elephants frequently use the access roads at dusk. Furthermore, the archaeology guards will force you to leave by 5:00 PM anyway. Get your golden hour shots at sunrise instead, when the animals are retreating.

The mosquito swarms at dusk in Ritigala are also apocalyptic. You could not hold a camera steady anyway.

Also, it is pitch black under the canopy by 5:30 PM. You would be walking on uneven stone stairs in the dark.
