We are staying in Pasikudah. Can we snorkel right off the beach, or is the coral damaged?

The shallow reef right off Pasikudah beach was heavily damaged by the 2004 tsunami and subsequent warming. It is mostly dead coral now. You need to hire a boat to take you further out to see decent marine life.

Pigeon Island up in Trincomalee is much better for snorkeling on the East Coast, even with the tourist crowds.

The bay is still amazing for swimming because the water is so shallow and incredibly calm. Just don't expect Maldivian-quality coral reefs.
