Yes, they are generally safe but you will get stared at. The best tip: always sit next to an older local woman or a mother with children. They are incredibly protective. Never sit in the very back row. Wear loose clothing that covers knees and shoulders.

Also, there are seats near the front specifically reserved for clergy (monks) and pregnant women. Avoid sitting there. Sitting near the driver or conductor is usually a safe bet.
