Strictness of dress codes at Sigiriya and Dambulla

I know shoulders and knees must be covered for temples. Does this apply to climbing Sigiriya Rock too, or just the Dambulla Caves?

Dambulla Cave Temple is strictly enforced: men and women must cover knees and shoulders. Sigiriya Rock is considered an archaeological site, not an active temple. You can wear shorts and t-shirts for the sweaty climb, but bring a sarong just in case you wander into the lower monastery ruins.

Make sure to wear socks at Dambulla! You have to leave your shoes at the entrance, and the stone courtyard gets blazing hot in the afternoon sun. Thick socks will save your feet.

I just kept a lightweight sarong in my daypack. Wrapped it around my waist like a long skirt whenever I approached a stupa or shrine. Very easy.
