It happens occasionally with the unofficial beach racks. Prevent it easily: before renting, flip the board over, wiggle the fins to ensure they are secure, and take a quick photo of the nose, tail, and bottom of the board right in front of the owner. If they see you documenting the condition, they will not try to scam you upon return. Also, never leave your passport as a deposit.
If they try to extort you, just mention calling the Tourist Police. They usually drop the fake charge instantly.
Rent from the established surf schools like Dots or the main rental hub on the corner. They are much more professional.

If you do actually snap a fin box (which happens if you ride onto the sand), you do have to pay for the repair. Just do not pay 50 USD for it.
