Yes, it is a very strict community rule. The inland hills of Hiriketiya and Dikwella are home to numerous open-air yoga shalas and meditation centers. Blasting bass from a passing tuk-tuk completely shatters the peace. Local guesthouses and expats have heavily petitioned to keep these zones quiet. Please turn your music off when driving away from the main beach.

Even the bread vans (choon paan) lower their volume when driving past the retreat centers there.

It is just common courtesy. Those shalas are entirely open to the jungle so every sound carries.
