Are the bank withdrawal fees so high that carrying cash to exchange is much better.

Using ATMs is highly convenient, but Sri Lankan commercial banks charge a mandatory local withdrawal fee for foreign cards, usually around 1000 to 1500 LKR per transaction, on top of whatever exorbitant fees your home bank charges you.

Because ATM machines also strictly limit the maximum amount of cash you can withdraw in a single transaction, these fees add up massively. Bringing crisp foreign cash and using an authorized currency exchange place in the city is almost always significantly cheaper and yields a much better overall exchange rate.
