I know you can't buy alcohol on the full moon, but are tourists expected to fast or follow other religious rules?

Poya is a sacred Buddhist holiday. Besides the ban on alcohol and meat sales, devoted Buddhists dress in white, visit temples, and observe "Sil" (which involves fasting after midday and meditation). As a tourist, you are NOT expected to fast. Tourist restaurants and hotel kitchens operate normally for food.

Good to know food is still available! I will stock up the minibar the day before.

Expect public transport to be on a holiday schedule (less frequent and very crowded) and all banks or government offices to be closed.
