I am a street photographer. Is it deeply offensive to take photos of monks walking in the streets or at temples?

You must always ask for permission first. A simple nod and gesturing to your camera is enough. Do NOT pose next to them, do NOT touch them (especially if you are female), and never take a selfie with your back turned to a monk or a Buddha statue.

Most young monks are actually very friendly and happy to have their photo taken if you smile and ask. Just be respectful of the older monks who are meditating.
