What does it mean when oncoming drivers flash their headlights?

We rented a car. When buses come towards us, they rapidly flash their high beams. Does this mean "go ahead"?

NO! In Sri Lanka, flashing headlights means "I am coming through, get out of my way!" It is the exact opposite of Western countries where flashing means "After you." Do NOT pull out or cross if someone flashes you.

It can also be a friendly warning from oncoming cars that there is a police speed trap hidden around the next corner!

Buses will flash you and blast their air horn simultaneously. That means pull onto the dirt shoulder immediately because they are overtaking in your lane and will not stop.
