Walk down Colombo Street or Peradeniya Road in the city center. There are dozens of small, traditional Muslim and Tamil jewelers who craft pure silver. "Premadasa Jewellers" is very reputable and won't overcharge.

Laksala (the government handicraft store) by the lake also sells beautifully crafted traditional Kandyan silver pieces. The prices are fixed, so no haggling needed.
