For tea, some smaller shops or direct from estates if you can. Spice markets in Galle or Colombo have better prices than tourist shops. Ask locals where they buy or check reviews for places not full of tour groups. Quality varies so smell and look before buying.

Yeah avoid the big tourist spice gardens for buying, they overcharge. Local markets or reputable shops better.
