Finding highly clean public toilets on the street can be challenging. Your absolute best strategy is to confidently walk into any major modern shopping mall like Colombo City Centre One Galle Face or Marino Mall. Their restrooms are immaculate and completely free to use.
Alternatively walking into the lobby of any major luxury hotel like the Cinnamon Grand or Shangri La is perfectly fine. The staff are very welcoming and the facilities are pristine.
Avoid using the restrooms at large crowded bus stations or small train stations unless it is an absolute emergency as the hygiene standards there are significantly lower.
