We arrived at Yala Block 1 but were told tickets were sold out. A local guide offered to sell us his pre booked tickets for triple the price. Is this legal.

It is completely illegal. Yala implemented a vehicle quota system to reduce overcrowding. Scammer drivers book slots online under fake names and scalp them to desperate tourists at the gate. If the park warden checks your passport against the booking name, you will be denied entry.

Always book your Yala quota passes online through the official DWC website a few days in advance.

Do not support this mafia. If Block 1 is full, just buy a legitimate ticket for Block 5 or Lunugamvehera next door. It is cheaper and way less crowded.
