Gal Oya National Park is the absolute best hidden gem in the country. Instead of dusty jeeps, you do a boat safari on the massive Senanayake Samudraya reservoir. You can watch wild elephants literally swimming between the islands to forage for grass. It is completely silent, serene, and you will likely be the only tourists there.
Wasgamuwa National Park is also great during the off-season. Far less crowded than Minneriya.
In Kumana you are more likely to see leopards than massive elephant herds though.
Kaudulla is right next to Minneriya but gets half the traffic. Great alternative for the Elephant Gathering.
