You must absolutely proactively exchange all the cash you need well before the festival. During the core Avurudu holiday specifically April 13th and 14th every single major bank post office and official money exchange counter completely entirely shuts down.

Furthermore ATM machines in smaller towns frequently run completely dry as locals rapidly withdraw cash for holiday shopping and the security trucks do not refill them during the public holiday. Being stuck without local Rupees during the massive celebration is incredibly stressful.
