This is a very common scam in Kandy. Unless it is the Esala Perahera week in August, the lake road is rarely blocked. They use this excuse to drive you in circles and charge you triple the metered rate. Always verify routes on Google Maps and use rideshare apps like PickMe when possible.

If a driver says the road is blocked, just tell them you will walk instead. Watch how quickly the road suddenly becomes unblocked.
