During the absolute peak festival days the vast majority of highly local independent eateries tiny family run cafes and busy street food stalls will be completely totally closed as the owners return to their villages.
However you absolutely will not starve. Every single major luxury hotel premium tourist restaurant in Colombo 07 and fast food chains operating inside massive shopping malls like One Galle Face remain fully open and operational.
It is simply best to plan ahead and eat at established prominent venues or rely heavily on your hotel dining room during those specific two days in April.

Driver claims the meter is broken and quotes an inflated flat rate. Common on arrival at airport or railway stations when tourists are tired and disoriented.
Drivers wearing official-looking uniforms claim to be "government-approved" and charge 3-5x normal rates. They may have fake badges or ID cards.
Women with babies approach asking you to buy milk powder at a nearby shop (not cash). The shop is run by accomplices and charges 5-10x normal price.
