No, they are generally not completely free, but they are incredibly cheap. The entrance fee for a comprehensive, guided factory tour at major estates like Pedro or Bluefield is usually only around 200 to 500 Sri Lankan Rupees per person. This tiny fee almost always includes a complimentary cup of fresh, high quality black tea at the end of the tour. The estates make their actual profit from tourists buying packaged tea in their gift shops.
