Yes, there are many unofficial guides waiting near the entrances of Sigiriya and major temples. A genuine, government licensed tour guide will always prominently wear a physical ID badge issued by the Sri Lanka Tourism Development Authority SLTDA around their neck. If they cannot produce this specific badge, politely decline their services and hire someone directly at the official ticket office.
