We just arrived in Colombo and the tuktuk drivers outside Pettah bus terminal are demanding 1500 rupees without a meter Is this a scam

Yes, this is a well-known scam zone. The drivers parked directly outside the bus stand exits operate as a mafia and refuse the meter to extort tourists with heavy bags. Do not argue with them. Walk 100 meters down the road, past the fruit vendors, and flag a passing tuktuk with a red metered sign.

I used Uber and the driver had to meet me a block away because the Pettah tuktuk drivers harass the rideshare drivers.

Also, do not let the street vendors help carry your bags to a tuktuk, they will demand an outrageous tip.
