We just arrived in Colombo and no tuktuk driver will use the meter They want 1500 rupees for a short ride Scam or normal

Yes, this is a well-known scam zone if you are near Fort or Pettah. The drivers parked directly outside the main exits operate as a mafia and refuse the meter to extort tourists. Do not argue with them. Walk 100 meters down the road and flag a passing tuktuk with a red metered sign, or just use the PickMe app.

If they physically block you, shout "Police" loudly. They will scatter immediately. The tourist police are nearby.

Never negotiate with them. It just encourages the behavior. Keep walking until you find an honest driver.

I used Uber and the driver had to meet me a block away because the local tuktuk drivers harass the rideshare drivers.
