We just arrived at Pettah bus stand and no tuktuk driver will use the meter They want 1500 rupees for a short ride Scam or normal

Yes, this is a well-known scam zone. The drivers parked directly outside the bus stand exits operate as a mafia and refuse the meter to extort tourists with heavy bags. Do not argue with them. Walk 100 meters down the road, past the street vendors selling fruit, and flag a passing tuktuk with a red metered sign, or just use the PickMe app.

I used Uber and the driver had to meet me a block away because the Pettah tuktuk drivers harass the rideshare drivers.

Never negotiate with them. It just encourages the behavior. Keep walking until you find an honest driver.
