Since drones are restricted in many places, where are the best spots for interesting perspectives without them?

Many of the best views in Sri Lanka are from hills, temples, or viewpoints that are naturally off-limits or impractical for drones anyway. Galle Fort ramparts, various temple complexes with elevated views, tea estate roads with sweeping vistas, and reservoir viewpoints offer excellent perspectives without needing aerial shots. Learning to work with what you have on the ground often leads to more creative and respectful photography. Some of the most memorable images come from being present in a place rather than flying above it.

I found that getting up early and finding interesting foregrounds at ground level gave me better photos than trying to fly a drone would have.
