Lords Restaurant complex located right in the heart of the Negombo tourist strip is legendary for its massive incredibly fresh seafood platters. They source directly from the nearby fish market daily.
If you want a highly authentic slightly cheaper local experience walk towards the northern end of Porutota road. You will find numerous small family run shacks serving fiery devilled cuttlefish and garlic butter prawns that are absolutely spectacular.
To guarantee the absolute freshest catch visit the Negombo Lellama fish market at dawn buy your own massive lagoon crab and take it to any small guesthouse kitchen. They will happily cook it to perfection for a very small fee.

Driver claims the meter is broken and quotes an inflated flat rate. Common on arrival at airport or railway stations when tourists are tired and disoriented.
Drivers wearing official-looking uniforms claim to be "government-approved" and charge 3-5x normal rates. They may have fake badges or ID cards.
Women with babies approach asking you to buy milk powder at a nearby shop (not cash). The shop is run by accomplices and charges 5-10x normal price.
