The absolute best viewpoint is the official Kotmale Dam observation deck. It provides a sweeping, completely unobstructed panoramic view of the massive concrete structure and the deep blue reservoir backed by the misty mountains.
For a higher, more dramatic angle, hike up to the Mahaweli Maha Seya stupa. The wide terrace surrounding the white dome overlooks the entire valley and offers incredible lighting for photography right at sunset.
If you want a truly hidden spot, ask a local tuk tuk driver to take you up the winding dirt roads towards the Kadadora area. You will find incredible elevated views over the water, totally away from any other tourists.
