What is the cheapest and most efficient way to get from the mountains in Ella down to the surf in Arugam Bay?

The absolute cheapest way is the local bus. Take a bus from Ella to Monaragala, then change buses to Pottuvil/Arugam Bay. It takes about 4-5 hours and costs around $3 USD total.
If you want it to be efficient, look for "Shared Taxis" posted on the notice boards in Ella cafes. You split a comfortable AC minivan with 4 other backpackers for about $15 USD each. Direct and takes 2.5 hours.
