Unfortunately, yes, during rush hour. Local buses do not have luggage compartments. If the bus is packed with commuters and schoolchildren, a massive backpack blocks the narrow aisle and prevents people from moving. The conductor will refuse you. Offer to pay for an extra seat for the bags, or wait for a less crowded bus at mid-day.
It is not a scam, it is just practical physics. The buses get dangerously overcrowded.
Sometimes they let you put it on the engine cover next to the driver if you smile and ask nicely.

People outside stations offer to "help" buy tickets but charge large markups. They may buy cheap third-class tickets and sell as more expensive classes.
