Do we have to book a formal tour or can we just hike into the green fields safely.

You absolutely do not need to book a formal paid tour just to experience the tea fields. While the vast estates are technically private property the estate managers are highly accustomed to tourists walking respectfully along the winding dirt paths that cut through the bushes.

You can freely hike through the stunning green terraces around Nuwara Eliya and Ella entirely independently. Just always remember to stick to the established dirt paths smile warmly at the hardworking tea pluckers and never pick or damage the leaves yourself.
