Yes, the Dambulla Dedicated Economic Centre is completely open to the public. It is a massive, 24 hour wholesale vegetable market that serves the entire country. Walking through it is an incredible, highly energetic cultural experience, and the merchants are extremely friendly towards tourists taking photographs of the mountains of fresh produce.
