Our bill was much higher than the menu prices. Is this a scam.

It is generally not a malicious scam but rather a highly frustrating lack of transparency. Many mid range and upscale tourist cafes in Arugam Bay legally add a mandatory 10 percent service charge and occasionally government taxes to the final bill.

To avoid an unpleasant surprise always look for the tiny fine print at the very bottom of the physical menu which usually states whether prices are strictly inclusive or exclusive of taxes and service charges.

If a tiny local beach shack suddenly demands an extra twenty percent tax without any written menus that is definitely a scam. Simply pay the exact agreed upon cash amount and walk away.
