Unlike the highly regulated capital of Colombo absolutely zero tuk tuk drivers in small tourist towns like Ella Mirissa or Arugam Bay use digital meters. They operate entirely completely on a heavily negotiated flat rate system.

Because Ella is incredibly hilly the drivers will consistently quote prices vastly higher than flat city routes. You must absolutely firmly negotiate the final total price before you put any luggage inside the vehicle. Always ask your guesthouse owner what the fair local rate should be beforehand so you can bargain confidently.
