I love the traditional stilt fishermen, but I hear they ask for money. What is the polite way to photograph them?

The fishermen are now models. Just approach them and negotiate a price before snapping. Usually, 500-1000 LKR gets you all the photos you want. It supports their living.

Do not try to be sneaky. It is rude. Just pay the fee, they expect it. It is a win-win.

Check their poles. If the pole is actually in a deep section of ocean, it is more authentic. Some are just placed in shallow water for tourists.
