A promoter at a Mirissa beach club sold us a guaranteed leopard safari ticket for Yala. Is this a common scam.

100% a scam. Leopards are wild and no genuine tracker guarantees sightings. They just want your money.

Never buy safari tickets from club promoters. Book through your hotel.
