A friendly local asked us to buy powdered milk for an orphanage. Is this a legitimate charity.

This is a highly organized, classic scam. The scammer will lead you to a specific grocery store where you pay a massively inflated price for the milk powder. Once you leave, they simply return the unsealed boxes to the shopkeeper and split your cash. Always politely decline these spontaneous street requests and donate directly to registered, verifiable charities instead.
