I am trying to travel down the East Coast. Is the passenger ferry across the bay from Trinco to Mutur still operating, or do I have to take the bus all the way around?

Yes, the passenger ferry still operates daily. It leaves from the main Trincomalee harbor and takes about 45 minutes to cross Koddiyar Bay. It saves you almost 2 hours of driving around the lagoon. It costs less than $1 USD.

It is a very local boat, mostly used by commuters. Be prepared for it to be crowded, but the views of the bay are fantastic.
