We took a boat to Pigeon Island in Trinco after a beach party. The driver demanded a 2000 LKR Eco Conservation Fee in cash halfway across the water before he would drop us at the reef.

This is pirate behavior and a total scam. All conservation and park fees are paid at the official ticket counter on the mainland before you board the boat. Refuse to pay, and report his boat registration number to the Navy coastguard stationed directly on Pigeon Island when you arrive.

Always book your boat through a PADI certified dive center in Nilaveli. They use professional captains who do not extort tourists.
